This report provides an overview of the standards between professional and organisational logic for adult education – from the perspective of funding and continuing educational organisations, education policy and research. It also summarises various strategies for improving teaching and training, and identifies outstanding questions. It also points out the role of teaching as a construct, which largely depends on the viewer’s perspective.
The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
The report focuses on empirical data of cultural life from a cultural political perspective. Despite the common experience of growth, a significant increase of cultural life participation cannot be empirically verified with regard to the time budgets applied – at least not of provisions attributed to the narrower definition of culture.
