This article presents the results of a recent online survey of graduates of the Austrian Academy of Continuing Education. Methodically, the survey’s results on benefit items are interpreted and answers to open questions are analyzed by qualitative content analyses. The contribution summarizes occasion, assignment, object, procedure and results of the evaluation of the North Rhine-Westphalian law of adult education. Thereby it also includes following statements of clients an association. Going out from this it tries to find answers to general questions concerning the evaluation of adult education laws. For the question of objectivity of analyses and results the disclosure of the targets and the independence of researcher teams are vital.
The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
