From 1992 to 2007 a considerable amount of German and EU funding was put into development projects described as “Qualification Development Management” (German acronym: QUEM) and aimed to support the quality of vocational qualification structures in the former GDR. QUEM was sponsored by the ABWF (Study Group for Corporate Continuing Education Research). Federal law as envisaged in the socalled Hartz paper provides for the introduction of education vouchers. Is political education concerned? Against this background, the author explores funding structures of political education on the federal as well as on the Länder plane, of municipalities and foundations. Sprache ist ein zentrales Medium von Kultur und Kommunikation. Bildung lehrt Sprache(n) und verwendet Sprache(n). Im Diskurs über Bildung und Spracherwerb, zumal unter den Vorzeichen des Literacy-Begriffs, dominiert ein schriftkultureller Fokus. Hier setzen wir bewusst einen anderen Schwerpunkt und nehmen das gesprochene (und gehörte) Wort in den Blick. Im »Mitreden« vollzieht sich Teilhabe – auch und gerade für die vielen Geflüchteten im Lande.
Dieser Artikel stellt sieben allgemeine Gesetzmäßigkeiten in Bezug auf die Bildungsfinanzierung zusammen und illustriert sie an europäischen Schlüsselkennziffern. Erklärt werden u.a. die Baumol’sche Kostenkrankheit, das Brecht´sche Gesetz, das Engel’sche Gesetz und Liebigs Minimumgesetz. Vorangestellt ist eine kurze Übersicht zu den Bildungsausgaben in Europa.
