The author bridges the gap between culture and education by dealing with two sides of the coin. He initially observes a currently active interest in culture. Cultural education is a generally accepted objective in the field of cultural policy. By using a historical outline, the author illustrates this attribution to a lack of visions in cultural policies. Beneficiaries are institutions for cultural education as well as classical institutions for adult education such as adult education centres. …
The authors take the model of reproduction contexts, which has been developed by Josef Schrader in order to systematize the adult education sector, as a point of departure to discuss the possibilities of its empirical transfer. Based on the re-analysis of structural data of adult education institutions the problems of transfer of a theoretically developed model are explored. They conclude by outlining impulses for further discussions.
After the federal elections, the Federal Ministry of Education and Research has taken on a new organisational structure. For the first time, its activities in further education are now bundled together in a seperate department (»Lifelong Learning, Further Education«), thus enabling the ministry to »speak with one voice«. On top of this, the superior department is »University, Further Education«, which shows that the two are considered as equivalent from the organisationalpolitical viewpoint.

Works councils handle many conflicts. This article pursues the issue how works councils acquire knowledge and competences for dealing with various conflict settings and the significance of programmes in educational institutions for work councils. To pursue the question, the author connects her research findings on learning in work conflicts to the development in practical institutional education for works councils.
