European migration happens predominantly within the European member states. It is influenced by the target countries‘ work and social systems. In this context, Germany is the most important immigration country, which is confronted by new fields of activity in continuing education generated by the international influx of refugees.
In Germany, participation in continuing education has been on a respectable level since 2012. In 2016, 50 per cent of all adults were active in continuing education and training. Based on these findings, the Adult Education Survey (AES) 2016 provides numerous detailed results, which are presented in the final evaluation report. Marie Jean Antoine de Condorcet (1743-1794) hat in seiner für die französische Nationalversammlung verfassten Schrift „Bericht und Entwurf einer Verordnung über die allgemeine Organisation des öffentlichen Unterrichtswesens“ (1792)) ein Konzept vorgelegt, nach dem organisierte Bildungsveranstaltungen jeden Menschen ein Leben lang begleiten sollten. Nach seiner Auffassung hatte Erwachsenenbildung eine kompensatorische Funktion für jene, bei denen Bildung kein Teil ihrer Jugend war.
Literacy as specified in the recent PIAAC survey (OECD 2013) is separated into competence levels. This allows a comparison of adults performing on literacy Level I and below versus those performing on Level IV and above. The PIAAC survey also contains variables on participation in adult education. Core findings confirm the Matthew effect for participation rates, but not for training hours.
Abstract: The paper describes trends of convergence and divergence in enterprise-provided continuing vocational training in Europe between 1999 and 2005. Based on the survey CVTS, the indicators for courses incidence, access, intensity, direct costs and the indicator learning at the workplace will be analyzed. The paper concludes with an outlook with references to sketches of an educational theory to be written for this field of adult education.
