The article presents the European development of new learning centres as well as educational and cultural centres, in which adult education institutions and libraries continue to merge. The author depicts three examples of these new institutions, which are increasingly becoming an element of educational urban development.
The article examines the development in demand for the independently creative area of cultural adult education. It also focuses on stakeholders and developments of a new conceptual meaning. The authors particularly call the gender role for independently creative programmes into question and develop hypotheses to explain the dominant proportion of women.

From 1992 to 2007 a considerable amount of German and EU funding was put into development projects described as “Qualification Development Management” (German acronym: QUEM) and aimed to support the quality of vocational qualification structures in the former GDR.
