System reflexive evaluation of networks and network programmes A methodological perspective To contextualise and substantiate evaluation is a claim which the evaluation of the programme „Learning Regions – Providing Support for Networks” of the Federal Ministry for Education and Research (BMBF) formulates. But which basic approaches and proceedings are suitable to consolidate the item `networks` with suitable theoretical complexity and methodologically reflective evaluation? In this contr…
Scientific Training and Further Education on Career Guidance in International Comparison Most international experts insist that neutral and efficient career guidance can only be guaranteed by a very high professional proficiency of the counsellors. In recent years qualification offers for trainers have huge differences in both quality and contents of training. The contribution illustrates, on the basis of international studies, the efforts to establish European standards of qualifications fo…

This article is devoted to workplace learning. Rather than formulating normative claims regarding educational processes, the aim is to empirically examine the conditions under which workplace learning takes place. Erik Haberzeth issues a plea to make teaching the central focus of didactic activity once again. The problem with achieving successful good teaching, in his view, is not necessarily related to teachers devoting too little attention to existing specialised didactical knowledge. It is more important, rather, to make sure that didactics do not become self-absorbed and thereby impede the way to content rather than paving it. This does not mean that specialised didactics can generally speaking be di…

In Retrospect: On the Conception of REPORT and its Development A conversation with the founding editors The reason for this interview is REPORT’s 30-year existence. Thus, the time has come to once again recall the events and experiences in its long history. In 1978, the “Literature and Research Report Continuing Education” was published for the first time and was essentially a review journal created to give an overview of the still widely scattered and developing discipline of adult and con…
Starting from constructivist, neurophysiologic and learning psychological deliberations the actual learning place should be described as the human being because only within him is where the learning takes place. Unanimously though, learning is always carried out in interaction with contextual factors. The outer environment – and therewith also local conditions – influence the processing of information. Hereunto three examples are named: (1) The Loci method links memory contents with places. (2)…
The author traces the change in paradigm in educational policy from the perspective of the Ministry in charge as a »fundamental empirical change«. It shows structures and framework conditions underlying pertinent major projects (National Educational Panel, technology-based testing, the Programme for Empirical Educational Research) and draws attention to the output and competence orientation as their “leitmotif”. By the same token it views educational policy and educational research as being dep…
The author points out the cultural technique of reading and writing, which enables humans to organise the thoughts, to concentrate and activate the imagination: Thus, reading and writing are much more than the mere dissemination of information and cannot be replaced by any technology.
