Die zehnte Veröffentlichung der „Weiterbildungsstatistik im Verbund“ fasst im Berichtsjahr 2011 Daten aus fünf großen Organisationen allgemeiner und politischer Weiterbildung zusammen. Für die Weiterbildungsstatik 2011 wurden Daten von 1.898 Einzeleinrichtungen ausgewertet. Diese Angaben wurden auf die insgesamt 2.218 Weiterbildungseinrichtungen im Verbund hochgerechnet. Initial results of the Level One Survey Germany (leo.) show that functional illiteracy affects 14.5 percent of working-age population (18–64 years of age). This translates into 7.5 million people who lack functional literacy skills in Germany. We will first introduce the method and design of the study. The article focuses on the development of the global educational discourse from a human rights perspective, particularly with regard to adult education and lifelong learning. The author discusses the historic milestones set by the UN Universal Declaration of Human Rights (1948) and the consequent understanding of learning as well as the various national implementation strategies of the right for lifelong learning.
