Regulations relating to training release (training leave) now exist in eight EU states. Where they exist, insufficient transparency and counselling, resistance in companies and fear for jobs have been ascertained in those eligible. There is frequently a lack of political will to make training release more effective for lifelong learning. In a Socrates project (1998–2000) with partners from Belgium, France, Italy and Germany the question of whether training release can be a strategy for the pr…
The author discusses the influence of the Program for the International Assessment of Adult Competencies (PIAAC) on the literacy education field in Canada. Methodology is holistic and centred around critical policy analysis. Finds Canada invested heavily in the surveys and has not yet changed policy or practice in response to the findings. Two reasons for lack of influence are suggested: the difficulty of comparing literacy survey results over time, and the lack of federal investment in the org…
Internationality is increasingly gaining in importance for the domain of further education. However, its tangible added value is of a size which has hitherto been difficult to define for adult-pedagogic practice. This tape presents the results of an evaluation of around 100 international cooperation projects which were promoted within the framework of the EU SOCRATES programme. Numerous examples reveal the possibilities which currently exist and limitations of European cooperation. Deductively,…

Current political strategy to reform career guidance systems in Europe is regulated by subtle practices. Using the governmentality perspective, the purpose of this article is to make sense, in theoretical terms, of governmental reason and mechanisms in reshaping of career guidance systems. The investigation draws attention to mechanisms and practices such as monitoring and evaluation which indirectly operate in the policy process to make career guidance systems amenable for management. Drawing …
The paper reviews trends in adult learning in England in the ten years from the election of Labour government in 1997. It highlighted an initial focus on expanding and widening participation in a wide range of initiatives in the years to 2002. From 2003 there has been a dramatic narrowing of focus giving priority to funding qualifications related to the labour market. Throughout the period it highlights restless change in institutional structures.
The growing importance of lifelong learning and adult education appears to be a generally accepted fact. Less well known, on the other hand, are the causes, conditions, forms and types of development in all their variety as well as the changing trends and options for solutions to be observed at different levels. This situation requires broad, intensive and sustained empirical research on adult and continuing education. This Research Memorandum – commissioned by the Section for Adult Education a…

First, an introduction about opening access to HE is presented, followed by a review of Swedish HE policy. Next is a presentation of the RAN…
