Klaus Meisel zeichnet wichtige Aspekte nach, die die Konzeption von Projekten zur Weiterbildung seit den 1980ger Jahren geprägt haben. Die Entwicklung von PAS (Pädagogische Arbeitsstelle des Deutschen Volkshochschulverbandes) als Übersetzer von Forschungserkenntnissen in die praktische Arbeit der Volkshochschulen hin zum DIE (Deutsches Institut der Erwachsenenbildung) als Servicezentrum für Wissenschaft und Praxis ist hier Gegenstand des Textes.
Ein Kongress der Konzertierten Aktion Weiterbildung beschäftigte sich im November 1998 mit dem Thema „Selbstgesteuertes Lernen“.
