For 30 years, the author has been director of the communal adult education institute “Volkshochschule” at a middle-size town in Southern Germany. In 1998, the costs of 3 million DM were financed jointly by the town (50%), the participants of the courses (40%) and the Land Baden-Württemberg (10%). In the next three years, the "Volkshochschule" has to reduce the communal subsidy by 12%. New accesses to further education and work by making up balances of competence? First answers from Europe and Germany Several developing practices of acquisition, evaluation and documentation of informal and formal competences are presented. The rigid division between the three subsystems of continuing vocational training in Germany (continuing vocational training for employees, continuing vocational training for the unemployed, individual continuing vocational training) hinders the implementation of an integrated labour market and qualification policy. As a result an effective and efficient use of the financial means for training (combination of financing resources) is not possible.
