Anlass für dieses Themenheft ist die derzeit zu beobachtende Entwicklung politischer Konfliktlinien, die Auswirkungen auf Deutschland zeitigen könnten. Konflikte begegnen dem Menschen jeden Tag – nicht nur auf politischer und gesellschaftlicher, sondern auch auf zwischenmenschlicher Ebene. Doch was sind Konflikte eigentlich? The contribution summarizes occasion, assignment, object, procedure and results of the evaluation of the North Rhine-Westphalian law of adult education. For the question of objectivity of analyses and results the disclosure of the targets and the independence of researcher teams are vital.
The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
