Dieses Thesenpapier entstand in Anlehnung an einen umfangreicheren Artikel mit gleichlautendem Titel. Es fokussiert 9 Thesen für die zukünftigen Entwicklung sogenannter „Lernender Unternehmen“, die der Autor auf der Grundlage einer Studie der DEKRA Akademie entwickelt.
Seit 2020 fördert das Bundesministerium für Arbeit und Soziales (BMAS ) Modellprojekte zu Verbundlösungen im Bereich der beruflichen Weiterbildung. So soll der Blick über die eigene Unternehmensgrenze hinaus unterstützt und die Weiterbildungsbeteiligung erhöht werden. Der Autor, Referent im BMAS , beschreibt die Zielsetzungen der Weiterbildungsverbünde und ihre Erfolgsfaktoren, aber auch Schwierigkeiten bei der Umsetzung.
Seit November 2018 finden Beratungen statt, in denen die Sozialpartner, Länder, Kammern und die Bundesagentur für Arbeit gemeinsam mit den Bundesministerien für Arbeit und Soziales (BMAS ), Bildung und Forschung (BMBF) und Wirtschaft und Energie (BMWi) die Nationale Weiterbildungsstrategie entwickeln. Based on considerations of the signaling theory and the reputation approach this study examines whether a relationship between employer-provided continuing vocational training and the success of establishments to recruit external qualified staff, can be demonstrated. Labor economists argue that private investment in the training of workers may be too low. This view is based on the notion of worker skills being a common-pool resource available in principle to any employer. A system helping individuals assess their own skills, the ProfilPASS is currently being tested as a human resource development tool at ten business enterprises. The authors describe conditions encouraging success, implementation processes and preliminary results in the scholarly support effort.
