Auf Initiative der Europäischen Union sollen bis zum Jahr 2018 kohärente Verfahren zur Anerkennung von Kompetenzen entwickelt werden. In der Erwachsenen- und Weiterbildung konzentriert sich hier die Diskussion auf nicht zertifizierte Kompetenzen, die non-formal und informell erworben wurden. The article presents the European development of new learning centres as well as educational and cultural centres, in which adult education institutions and libraries continue to merge. The author depicts three examples of these new institutions, which are increasingly becoming an element of educational urban development.
