Parent and child programmes are the most frequently offered programmes in family education. The intergenerational experiment of education and lifelong learning has proven its worth in adult and family education and may be regarded as a counter weight to the »expertisation« during the early childhood.

In the person of the „quality developer“, the concepts of the staff and the organisational developer merge in a common striving for more excellence. Institutions in further education that wish to take quality development into their own hands thus are defining a new temporary role that has to rely on very special competences. The author discusses the influence of the Program for the International Assessment of Adult Competencies (PIAAC) on the literacy education field in Canada. Methodology is holistic and centred around critical policy analysis. Finds Canada invested heavily in the surveys and has not yet changed policy or practice in response to the findings.
