The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
The contribution aims at outlining a proposition as to how institutions of further education may be typed and systematically increasingly differentiated within the framework of developments on the landscape of further education. In the person of the „quality developer“, the concepts of the staff and the organisational developer merge in a common striving for more excellence. Institutions in further education that wish to take quality development into their own hands thus are defining a new temporary role that has to rely on very special competences. In Switzerland, experienced teachers can validate their competencies which they have achieved in the field of adult education.
