The changes in further education supported under the provisions of SGB III (Social Code III) engender a reorientation towards demand orientation. The effects must be termed dramatic after a year. Monies decreased by around 25 percent between 2002 and 2003. Participation and entry numbers in courses were drastically reduced. These effects are not temporary phenomena, but rather mark a change of system which further education providers must prepare themselves for.
Qualitätsurteile über Weiterbildungseinrichtungen fallen sehr unterschiedlich aus. Politik und allgemeine Öffentlichkeit haben dabei häufig ein negatives Bild, während Kursteilnehmer wesentlich positiver werten. Der Autor plädiert dafür, das individuelle Qualitätsverständnis der Kunden, Kursleiter, Mitarbeiter und der lokalen Akteure in der Weiterbildung stärker einzubeziehen, um die richtigen Folgerungen für eine Qualitätsentwicklung zu ziehen.

The DIE Journal on Adult Education (DIE Zeitschrift für Erwachsenenbildung) was renamed "weiter bilden" in 2018. The quarterly DIE Journal focuses on a specific topic to inform about current developments in adult education. It is mostly directed at full-time employees and planners in continuing education as well as authorities in education policy and administration. It is scientifically sound as well as practice oriented - magazine as well as reflection instrument.
