Learning of adults in adult and continuing education organisations is supported by complex organisational processes. Administrative non-teaching staff plays an important role in this processes. They co-operate with trainers, programme planners and the management so their work is crucial for the effectiveness and quality of management activities of the organisation and thus for the efficiency of educational systems. This fact is particularly relevant in a knowledge-based Europe.

Administrators are often the first contact persons that adult learners are facing: they inform prospective participants about details and modalities of courses. Moreover they put course concepts into practice, contribute to course planning and internal communication, do the bookkeeping, contribute to the reporting, and collect statistical data.

The existing training provisions which are offered for example in Germany (and similar in the partner’s countries) are in the most cases limited to one-day information events. They do not meet the requirements of professionalism and the needs of the target group.

Literature review and expert interviews showed that such topics like costumer orientation, problem/conflict solving competence, budgeting, working in networks, marketing and communication are closely meeting the needs of the target group.

The project develops tests and carries out a Grundtvig 1.1. - Training course to enhance professionalism of administrative staff and to motivate them and the adult and continuing education organisations for cooperation on European level.

Projektziel ist die Erarbeitung und Durchführung eines Trainingskurses für Verwaltungsmitarbeiter/innen in Erwachsenenbildungs- und Weiterbildungseinrichtungen.

Verwaltungsmitarbeiter/innen sind in systemischer Perspektive in doppelter Weise an dem Zustandekommen der Dienstleistung Weiterbildung beteiligt. Sie sind häufig nach außen die ersten Ansprechpartner/innen für potenzielle Teilnehmende und nach innen nehmen sie eine typische Schnittstellenfunktion in der Kooperation mit planendem, leitendem und lehrendem Personal wahr. Ihr Beitrag zur Dienstleistung Weiterbildung und zu einer Weiterbildung im europäischen Zusammenhang gewinnt im Kontext ansteigender Qualitätsansprüche und zurückgehender Ressourcen an Bedeutung.

In allen beteiligten Ländern wird eine Recherche zu typischen Arbeitssituationen und organisationalen Arbeitskonstellationen durchgeführt, die die landestypischen Entwicklungspotenziale auslotet, Fortbildungsbedarfe werden eruiert und mit den existierenden Fortbildungsangeboten verglichen. Ergebnisse dieser Recherchen werden als „Report“ veröffentlicht.

Ein Trainingskurs wird von den Partnern gemeinsam konzipiert und als Pilotkurs durchgeführt, der dann offen als Grundtvig 1.1. Trainingskurs angeboten wird. Die Teilnehmenden können für den Besuch ein Grundtvig 3 Stipendium beantragen, das bevorzugt gewährt wird. Dies ist bereits ein Bestandteil der geplanten breit angelegten Öffentlichkeitsarbeit und Dissemination.
