In all major policy documents as regards to lifelong learning e.g. the Memorandum of Lifelong Learning, and others, ensuring quality of adult education has been declared as one of the main priorities. Quality management systems play an important role to increase the efficiency and effectiveness of organisation processes and ensure transparency and better services for the learner. All over Europe quality management systems are being introduced in educational organisations. But the existing systems go along with a number of problems:

• Most of these systems have been adopted from private companies, which produce goods, and are therefore focusing mainly on raising and ensuring the quality of management and production effectiveness. Only in recent years there are attempts to develop systems, which consider the special needs of quality management in educational processes.

• Existing systems have been developed for large organisations, but adult education to a large extent is provided by small-size organisations. Therefore there is a need to develop systems that consider the specific situation of such organisations, e.g. small number of employees, unclear division of roles, etc.

• Over the last years numerous quality management systems have been developed, and for organisations, which are planning to implement one of them, it is difficult to decide which one to choose. This is an especially important aspect in most of the EU candidate countries, where the introduction of quality management systems in adult education is still in the very beginning.

• The European Commission is strongly emphasising the importance of mobility in Europe. One of the key obstacles for an increased mobility of citizens in Europe is the lack of transparency and the lack of possibilities to compare services in different European countries. In the field of training and adult education it would therefore be an important step to develop a European minimum set of quality criteria and indicators, which could form a solid basis for organisations, which are offering training offers for Europe.

Our project is aimed to develop a European framework for quality management systems for small size adult education provider organisations and enterprises.

We intend to investigate existing quality management systems for adult education organisations in European countries and develop indicators and benchmarks for small adult education provider organisations as well as develop assessment tools. The investigation will encompass both the formal as well as informal adult education organisations. New quality system will be approbated in small size adult education organisations (in all countries involved in this project) and will be adapted to national needs.

Implementation strategy will be developed on national and European level and information about the elaborated Quality system will be integrated to the European Quality System.

Dissemination of the project results is planned on European level with the help of European Association for the Education of Adults, national level and local level. Training seminars will be organized in each country in order to train small adult education institutions and organisations to use new system.

Project outcomes will be available in the printing form (handbook), CD and online information will be available.

Printed materials handbook and booklet will be available in English as well as in all the languages of project partners.

Das Projekt "Managing Quality of Adult Education in Europe" hat es sich zum Ziel gesetzt, einen europäischen Rahmen für Qualitätsmanagementsysteme kleinerer Erwachsenenbildungsorganisationen und -unternehmen zu entwickeln. In einem ersten Schritt beabsichtigen die acht Partnerorganisationen aus Deutschland, Lettland, Dänemark, Frankreich, Slowakei, Spanien und Belgien, vorhandene Qualitätsmanagementsysteme für Erwachsenenbildungseinrichtungen in den beteiligten europäischen Ländern zu untersuchen und zu vergleichen. Auf dieser Grundlage sollen anschließend Indikatoren und Instrumente für Qualitätsentwicklungsprozesse in kleinen und dezentralen Einrichtungen entwickelt werden. Diese werden später in kleinen Einrichtungen der Erwachsenenbildung erprobt und an die jeweiligen nationalen Rahmenbedingungen der Partnerorganisationen angepasst werden.

Auf der Ebene der beteiligten Partnerländer werden Implementierungsstrategien entwickelt und die Resultate des ausgearbeiteten Qualitätsentwicklungssystems werden auf europäischer Ebene schließlich miteinander verbunden. Die Verbreitung der Projektergebnisse ist auf europäischer Ebene mit Hilfe der europäischen Dachorganisation European Association for Education of Adults (EAEA) sowie auf nationaler und lokaler Ebene geplant. Auf Veranstaltungen in den beteiligten Ländern werden Informationen zur Nutzung und Anwendung der entwickelten Qualitätsentwicklungselemente verbreitet.

Ergebnisse

Das Ergebnis des Projektes ist eine Reihe von Indikatoren und Tools sowie eine Anleitung, wie Qualitätsentwicklungsprozesse in kleinen Erwachsenenbildungsorganisationen durchgeführt werden können. Diese Ergebnisse werden in gedruckter Form (Handbuch), CD-ROM und als Online-Information zur Verfügung

stehen. Die Partnerorganisationen werden durch die Verwendung der Projektergebnisse in die Lage versetzt, innerhalb ihrer Einrichtung Qualitätsentwicklungsprozesse zu initiieren und durchzuführen. Gedruckte Materialien Handbuch und eine informative Broschüre werden auf englisch und in den Sprachen aller Projektpartner vorliegen, die CD-ROM wird auf englisch erhältlich sein.
